Business grants in New Caledonia’s South Province: 2026 guide
CASE grants, SudPro, honour loans, microcredit: what each scheme funds, who can apply and the dates to keep so that you do not miss out.
Looking for business grants in New Caledonia’s South Province quickly means navigating a dense legal code, an online platform and several lending associations. Each scheme has its own logic, exclusions and timetable.
This guide brings them together, based on texts consulted in October 2026: the South Province grants code (CASE, code des aides pour le soutien de l’économie) as consolidated on 9 June 2026, the province’s SudPro page, and the websites of Initiative NC and ADIE. None of these schemes is an entitlement: each is granted on application, within the budgets available.
Three types of support: grants, honour loans, microcredit
- Grants (CASE, SudPro, the North and Loyalty Islands provinces’ codes): they do not have to be paid back, but they cover part of the cost and are usually paid against receipts, after the spending or in instalments.
- Honour loans (Initiative NC): an interest-free personal loan, with no personal surety, that boosts your own contribution and makes bank lending easier to obtain.
- Microcredit (ADIE): a small, supported loan open to any adult with a business project, whether employed, unemployed or already self-employed.
The three are often combined: the honour loan increases your contribution, your contribution reassures the bank, and the grant reduces the amount you need to raise. The financing plan submitted to the province must in fact list the other support you have applied for (article 1121-1 of the CASE).
The South Province CASE: what it funds and which sectors are excluded
The CASE covers businesses whose registered office and main activity are in the South Province, excluding farming, livestock, forestry, fishing and aquaculture (article 1000-1). For a new business, four grants are worth a look:
- Feasibility studies: up to 50% of the cost, capped at 2 million XPF; studies carried out by the business itself do not count (articles 1211-1 to 1211-3).
- Start-up working capital: up to 1.5 million XPF, without exceeding the need calculated over 12 months, based on a cash-flow forecast (articles 1233-1 to 1233-3).
- Employment grant: 200,000 XPF when the founder joins RUAMM, the self-employed health insurance scheme, on creation, or 500,000 XPF for an innovative business (articles 1231-1 to 1231-3).
- Commercial communication: 50% of the cost, capped at 1 million XPF, for a logo, signage or a website (articles 1234-1 and 1234-2).
The sticking point is often the sector. Article 1111-3 excludes, among others, extractive industries, tobacco, alcoholic drinks, bars, telecommunications, the press, finance, insurance, real estate and human health. Retail, construction, transport and warehousing only qualify in the cases provided for priority or eligible activities. Check your activity code before you prepare the application.
Two further conditions matter: you must show that the project cannot go ahead without the province’s support, and provide at least 10% equity for investments above 1.2 million XPF (article 1121-1).
SudPro and CréditSud: the 2026 scheme
SudPro is a simpler scheme, open from 15 April to 31 October 2026, with a budget of 500 million XPF. More than 6,000 businesses benefited from it in 2025.
- Who: businesses with 0 to 5 employees (managers excluded), with their registered office and activity in the South Province, registered on the RIDET business register before 1 January 2026;
- How much: up to 125,000 XPF per business, as CréditSud credits to spend with suppliers based in the South Province;
- What for: professional equipment, fit-out work, safety equipment, software or a website, signage;
- Excluded: accounting, legal or management fees, communication and marketing, subscriptions, routine maintenance.
The direct consequence: a business set up in 2026 is not eligible for the 2026 round. If you registered before that date, quotes must be approved before 28 October and invoices before 31 October 2026, or earlier if the budget runs out.
Initiative NC and ADIE: boosting your own contribution
Initiative NC grants interest-free honour loans, with no personal surety, of up to 6 million XPF per project. They fund start-ups, takeovers and growth, for projects involving at least 2 million XPF of investment, with free follow-up from an adviser.
ADIE, whose Noumea branch is in Belle-Vie, offers a business loan of up to 2,028,600 XPF according to the branch page, and an express loan of up to 120,000 XPF with an answer within 24 hours. A guarantor usually commits to half the amount.
The honour loan is made to the founder, who then invests it in the business. That is what makes it a lever with banks, which pay close attention to how much you put in yourself.
North Province and Loyalty Islands: the development codes
In the North Province, the development code (CODEV-PN), set up by deliberation no. 2023-248/APN of 24 November 2023, has applied since 1 March 2024. It provides higher rates for new activities, priority sectors, certain areas and applicants under 30.
Its text is explicit: CODEV-PN support “is not an entitlement”, and it is granted within the budget voted. Only spending made after notification of approval counts, and the process starts with a letter of intent to the president of the province.
The Loyalty Islands Province has its own economic development aid code. Its current conditions could not be consulted online, so contact its services directly.
Your application for business grants in New Caledonia’s South Province
The CASE lists the documents required (article 1121-1). In practice, prepare:
- a description of the project, the investment programme and its timetable;
- a forecast income statement and a financing plan listing the other support applied for;
- a 12-month cash-flow plan, essential for the working capital grant;
- quotes or pro forma invoices;
- a summary of your professional and management skills;
- proof of registration, of your tax and CAFAT (social security) position, and of your right to use the premises or land.
A cautious forecast convinces better than an optimistic one: the province, the bank and Initiative NC will read it with the same questions in mind. Our Launching your business page describes how we build it with founders; for a project run by one or two people, CAP DÉPART starts with exactly this work.
Timetable: the dates not to miss
- 28 October 2026: last day to approve SudPro quotes.
- 31 October 2026: last day to approve SudPro invoices, and end of the round.
- Before any spending: obtain the CASE receipt for a complete application, since only later spending counts (article 1121-2).
- Six months: time allowed to complete a CASE application after acknowledgement of receipt, after which it lapses.
- Twelve months: time allowed to file a complete application in the North Province after the letter of intent.
- On creation: apply for the 200,000 XPF employment grant, paid on presentation of your RUAMM registration certificate.
There is no indication yet whether SudPro will return in 2027, or on what terms. Keep an eye on the South Province page early in the year.
Key point
In the South Province, timing matters as much as the amount: first check that your sector is eligible, then apply before you sign a single quote.
Frequently asked questions
Can a business set up in 2026 benefit from SudPro?
Not in the 2026 round, which is limited to businesses registered on the RIDET before 1 January 2026. There is no indication yet of a 2027 round, so keep an eye on the South Province page.
Can I combine a South Province grant with an honour loan?
The financing plan submitted to the province must list the other support applied for, honour loans included. Combination rules vary from one grant to another: the CASE employment grant, for example, cannot be combined with the job retention grant. Have your combination checked before you apply.
Can my retail business get a CASE grant?
Retail is among the excluded sectors, except in the cases provided for priority or eligible activities (article 1111-3). SudPro does not exclude retail as such, so check both schemes.
